Current COVID-19 Restrictions:

Bridge to Phase 5:

The bridge phase allows for high capacity limits both indoor and outdoor for businesses and it is a gradual path to Phase 5, which is the new normal. Please see the state website for more information.


Region 1: (Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside, and Winnebago counties)

Region 2: (Rock Island, Henry, Bureau, Putnam, Kendall, Grundy, Mercer, Knox, Henderson, Warren, McDonough, Fulton, Stark, Marshall, Peoria, Tazwell, McLean, Woodford, Livingston, and Lasalle counties)

Region 3: (Hancock, Adams, Pike, Calhoun, Jersey, Greene, Scott, Brown, Schuyler, Cass, Morgan, Macoupin, Montgomery, Christian, Sangamon, Logan, Menard, and Mason counties)

Region 4: (Bond, Clinton, Madison, Monroe, Randolph, St. Clair, and Washington counties)

Information about Phases and Tiers:


The metrics that need to be met (ALL THREE NEED TO BE MET) by a Region to move from Tier 3 to Tier 2:

Test positivity rate below 12% for three consecutive days (7 day average)

Staffed hospital and ICU beds >20% for three consecutive days (3 day average)

Sustained decline in COVID patients in hospital ( 7 day average over 7 of 10 days)


The metrics that need to be met (ALL THREE NEED TO BE MET) by a Region to move from Tier 2 to Tier 1:

Test positivity rate below 8% for three consecutive days (7 day average)

Staffed hospital and ICU beds >20% for three consecutive days (3 day average)

No sustained increase in COVID patients in hospital ( 7 day average over 7 of 10 days)


The metrics that need to be met (ALL THREE NEED TO BE MET) by a Region to move from Tier 1 to Phase 4:

Test positivity rate < 6.5% for three consecutive days (7 day average)

Staffed hospital and ICU beds >20% for three consecutive days (3 day average)

No sustained increase in COVID patients in hospital ( 7 day average over 7 of 10 days)
